Thomas Wischmeyer is Professor of Public Law and Administrative Law, at Humboldt University of Berlin. At the Weizenbaum Institute, he explores how public administrations can make productive and legally sound use of complex digital models and computer simulations.
His research interests center on constitutional law and the contemporary challenges facing the administrative state. A guiding question of his work is how public administrations remain capable of effective action under the conditions of digital transformation. Methodologically, his approach combines legal analysis with interdisciplinary perspectives from administrative science, technology studies, and economics. In addition to his academic research, Thomas Wischmeyer contributes to evidence-based policy advice, most recently as a member of the "Initiative für einen handlungsfähigen Staat".
