About

Raymond Onuoha is a Technology Policy Scholar and Consultant. His research project at The Weizenbaum Institute was titled - Digital identification as a binding trust constraint to inclusive digital financial services (DFS): A comparative case study of the Nigerian ecosystem to the German model. He seeks to assess context-appropriate and multi-faceted strategies that are critically needed to bridge the significant identity constraint for the over 1.7 billion persons that are currently financially excluded, especially in developing economies.

His research, consulting and teaching focuses on the institutional and policy challenges in the evolution of the digital economy and technology innovation in developing countries, with a specialization on Africa. His expertise covers the domain areas of digital transformation and innovation, internet governance and standardization, e-governance, digital identity, telecommunications policy and artificial intelligence (AI) policy.

He also works as a Research Consultant with regional ICT policy and regulation think-tanks – Research ICT Africa (RIA), South Africa and The Portulans Institute (Washington D.C., USA) - conducting multidisciplinary research on digital governance, policy and regulation and the facilitation of evidence-base to inform policymaking for improved access, use and application of digital technologies for social and economic development in Africa.
