Dr. Mario Daniels: The United States versus Huawei

In his talk Mario Daniels focus on the question why the History of the US Export Control System Matters and offers an introduction to the complex and conceptually sophisticated world of American export controls.

Export control regulations play a key role in the current struggle between the United States and China for global high technology supremacy. The US has used export control tools to ‘blacklist’ Huawei and ZTE, push Chinese foreign direct investment out of companies like “Grindr,” and to monitor the visas of Chinese students and scholars in the US much more closely. Because the bureaucratic principles and practices behind these recent events are usually not analyzed, scholars, journalists and the general public arguably do not sufficiently understand a central dimension of US high technology policy.

This talk attempts to change that and will offer an introduction to the complex and conceptually sophisticated world of American export controls. Moreover, it will trace the development of the present system back to its beginnings in the 1940s. This will show how the US-Chinese conflict over the cross-border sharing of technology is rooted in a densely layered, fascinating history of the international political system, international high tech markets, the political impact of technological change and the US concept of national security.
