About

Delia Mangelkramer is a research associate on STRATOS, a research project funded by Germany's Federal Office of Civil Protection and Disaster Assistance (BBK). She is responsible for developing an overarching framework for strategic foresight in civil protection that accounts for current shifts in the meaning and scope of civil protection, both in Germany and internationally. The aim is to generate both orientational knowledge and actionable insights. Together with the Digitalization and Networked Security research group at the Weizenbaum Institute, her work focuses on future visions for crisis management and on developing a shared guiding vision for transdisciplinary situational awareness.

Delia Mangelkramer completed her PhD in economics at Freie Universität Berlin in 2024. Her dissertation examined how organizations can assess sustainability and steer innovation to contribute to a sustainability transformation of Germany's agri-food sector, with a particular focus on questions of responsible innovation. As part of the Responsible and Sustainable Innovation research group at Freie Universität Berlin, she was involved in research projects funded by Germany's Federal Ministry of Research, Technology and Space (BMFTR), where she conducted a multi-stage Delphi survey with a German expert network comprising more than 500 individuals, to identify future options for Future Food.

Since 2022, she has taught in the Master's program in Futures Studies at Freie Universität Berlin — first on innovation research and management, and since 2025, leading the Real-Time Delphi seminar. As a futures researcher, she is interested in crisis governance in an age of polycrisis, and in how public authorities can institutionalize strategic foresight to harness foresight capabilities for crisis governance.
